Peticija proti potrditvi umestitve projekta Plinski terminali Žavlje na evropsko listo prioritet skupnega pomena (PCI)

Plinskemu terminalu v Žavljah se je uspelo uvrstiti na evropsko listo prioritet skupnega pomena. Pri tem so se upoštevali le energetsko-ekonomski, ne pa tudi okoljski kriteriji. Če bo predvidoma do začetka poletja projekt na listi tudi dokončno potrjen, njegove gradnje ne bo preprečilo nobeno nasprotovanje več.

Zagovorniki plinskega terminala v Žavljah in pripadajočega plinovoda so našli rešitev, kako s pomočjo Evropske unije izigrati nasprotnike terminala tako na slovenski kot na italijanski strani in utišati polemiko o negativnih vplivih terminala na okolje. Predvidoma do letošnjega poletja bo dokončno potrjena evropska lista prioritet skupnega pomena (PCI) in če bo žaveljski terminal ostal na njej, njegove gradnje ne bo ustavilo nobeno nasprotovanje več. Ne le to, projekt bo v tem primeru upravičen tudi do evropske finančne pomoči.

Investitorju, italijanskemu podjetju Gas Natural Rigassificazione Italia, je konec letošnjega februarja ne glede na močno nasprotovanje slovenskih in italijanskih lokalnih oblasti ter nevladnih in drugih organizacij (med njimi tudi tržaškega pristanišča) uspelo uvrstiti projekt na listo PCI. Kriteriji presoje za uvrstitev na listo so izključno energetsko-ekonomske narave. Ker projekt v celoti leži na italijanskem ozemlju, ga Slovenija z liste ne more spraviti z vetom, druge države članice EU pa mu ne nasprotujejo. Predlagano listo projektov morajo sicer presoditi še tri evropske institucije – komisija, parlament in svet – vendar bodo tudi te lahko upoštevale le ekonomsko-energetski vidik, ne pa tudi okoljskega. Če bo žaveljski terminal tako skupaj s pripadajočim plinovodom junija oziroma v začetku julija dokončno potrjen kot projekt PCI, bo ne glede na vsa nasprotovanja slej ko prej zgrajen.

Alpe Adria Green je dolgoletni akter na področju preprečitve umeščanja plinskih terminalov v Žavljah. Opozarja predvsem na druge vidike umestitve terminalov:

– Okoljska in zdravstvena tveganja (Ekosistem severnega Jadrana je zelo krhek. Okolica Žavelj je posebej opredeljena kot območje, ki predstavlja veliko možnost tveganja za zdravje, predvsem zaradi živega srebra v morskem dnu. Poseganj v morsko dno zaradi izgraditve terminala bo povečalo vsebnost živega srebra v vodi in posledično v ribah. Prav tako se pričakuje povečana vsebnost klora v vodi zaradi same narave plinskega terminala. Ob tem je potrebno poudariti možnost prekomejnega učinka živega srebra in klora na kvaliteto morskega in tudi priobalnega okolja)

– Vprašljiva pomembnost in ustreznost umestitve terminala za energetsko oskrbo območja (vezano na 4. člen uredbe: Proposal of the regulation of the EU Parliament and of the council and of the Council on the guidelines for trans-European energy infrastructure and repealing Decision NO 1364/2006/Ec and amending Regulations (EC) No 714/2009 and 715/2009)

– Pomisleki o pomorskem prometu v tržaškem zalivu (pričakovan povečan pomorski promet zaradi žaveljskega terminala bo predstavljal veliko tveganje za nastanek pomorskih incidentov in nesreč na celotnem območju, prav tako bo otežen in onemogočen ves pomorski promet v času, ko bo v zalivu tanker za dostavo plina)

– Varnostna tveganja ( plinski terminal je planiran v že obstoječem industrijskem območju, SAVESO direktive niso bile upoštevane)

– Natura 2000 in druge vodne direktive (upoštevani niso bili možni vplivi na območja Nature 2000 v Sloveniji)

– Sodni zahtevki (Slovenija je skupaj z NVO in predstavniki lokalnih oblasti vložila 5 sodnih zahtevkov o ne-umestitvi plinskih terminalov v Žavljah.

Zaradi zgoraj navedenih razlogov, ki povzemajo rezultate in ugotovitve nekajletnih študij, raziskav in dela, Alpe Adria Green poziva člane delovne skupine Povezave sever-jug za plin za centralno-vzhodno in jugo-vzhodno Evrope, naj zavrnejo umestitev predlaganega projekta LNG Žavlje in plinovoda na listo prioritet skupnega pomena (PCI)

S tem namenom je pripravljena Peticija proti potrditvi umestitve projekta Plinski terminali Žavlje na evropsko listo prioritet skupnega pomena (PCI)

pettition to reject the qualification of the proposed project LNG Zaule and the related pipeline to PCI list

Gas terminal in Zaule is qualified to the PCI list. With this qualification only energetic and economical criteria was followed. If the project by the end of June is confirmed and on the PCI list, no means can prevent its building and implementation.

Advocates of gas Terminal in Zaule and its pipeline have found the solution how to oppose to opponents of gas terminals in Slovenia and in Italy and how to silence the debate on negative influence to the environment of gas terminals. By late June or first days of July European list of priorities (PCI) will be confirmed. If Gas terminal in Zaule stays on that list, nothing can prevent its building. More: in case of confirmation, the project will be entitled to European founds.

Investor, Italian Gas Natural, has in February 2013 despite of objection from Slovenia and some Italian local authorities, managed to put its project to the PCI list. Criteria for the list are solely energeticall an economical. Since the project is in Italy only, Slovenia cannot use veto to put it of the list. Other countries in EU do not oppose. Proposed list has to be approved by three European institutions – commission, parliament a council. Yet they will any consider energetic and economical criteria. They will not consider environmental and social arguments against the terminal. If gas terminal will be confirmed and will be on the PCI list, it will be eventually built.

Alpe Adria Green is one of the active actors that opposes to the positioning of Gas terminals in Zaule. AAG also points to other aspects of positioning of terminals:

– Environmental and health risks: The ecosystem in Northern Adriatic is very fragile. The sea bottom is covered with Mercury from the old mercury mine Idria. Specifically the area of Saul is considered as one of the world’s hot spots, with high possibilities of health risk. Interference to the sea bottom will increase the level of mercury in water and consequently in the fish. Due to the operation and servicing of such terminal increased content of chlorine in water is also expected. It is important to point out that the impact of mercury and chlorine will affect the quality of marine habitat and costal environment.

– Questionable significant impact on the regional security of energy supply. (fulfilling criteria under Article 4: Proposal of the regulation of the EU Parliament and of the council and of the Council on the guidelines for trans-European energy infrastructure and repealing Decision NO 1364/2006/Ec and amending Regulations (EC) No 714/2009 and 715/2009)

– Maritime traffic concerns in gulf of Trieste: The construction and operation of NLG terminal Zaule will represent high risks for possible incidents and accidents and will also lower overall safety in the whole area. All maritime traffic will also be difficult and impossible in the time when tanker with gas arrives.

– Safety risks: Terminal Zaule is planned in a highly devastated industrial surrounding and there are many SeVESO LOCATIONS NEARBY. Saveso Directive has not been taken properly into account.

– Natura 2000 and Water Directive: no impacts on Natura 2000 in Slovenia have been assessed.

– Judiciary claims: Slovenia has, together with NGO and local communities, five court claims regarding this project in front of Italian Administrative Court in Rome.

The above listed arguments, that summarize results of and findings of studies and researches, are foundation for the claim of Alpe Adria Green that project LNG Zaule should be removed from the PCI list. Alpe Adria Green with this petition invites North-South gas Interconnections in central-Eastern and South-Easter Europe working group to reject the qualification of the proposed project LNG Zaule and the related pipeline to the PCI list.

Because of all above mentioned Alpe Adria Green in cooperation with NGOs from Italy, Croatia and Slovenia invites citizens to support and sign the petition.
